In reply to your Circular Despatch of the 1st June, 1901, I have the honour to transmit to you the enclosed list of complaints made against the Crown Agents in regard to the commercial business entrusted to them, during the years 1898, 1899, and 1900. In the great majority of cases the fault appears to have been in the careless packing of the articles forwarded to this Government.
